ANALISIS KINERJA EFISIENSI TEKNIS
BANK PEMBANGUNAN DAERAH (BPD) DENGAN PENDEKATAN DATA ENVELOPMENT ANALYSIS (DEA)

ABSTRAKSI
Bank Pembangunan Daerah (BPD) memiliki peran penting sebagai penyedia pembiayaan bagi pelaksanaan usaha-usaha pembangunan daerah yang bersangkutan dalam rangka Pembangunan Nasional Semesta Berencana. Namun dalam kurun waktu 2008-2009, terdapat ketidakefisienan BPD dalam melaksanakan kinerjanya, yang terlihat dari NIM BPD yang sangat tinggi di antara bank umum lainnya, serta penyaluran kredit Mikro Kecil Menengah (MKM) yang belum maksimal.
Atas ketidakefisienan tersebut, maka diperlukan adanya suatu evaluasi kinerja. Kinerja yang dibahas dalam penelitian ini adalah kinerja efisiensi bukan kinerja keuangan, karena kinerja yang baik adalah kinerja yang efisien, dan nyatanya efisiensi sendiri merupakan indikator penting dalam mengukur kinerja keseluruhan dari suatu bank.
Pada awalnya, evaluasi kinerja efisiensi bank diukur dengan menggunakan rasio keuangan, seperti rasio BOPO tetapi menurut beberapa pakar, penilaian efisiensi tidak bisa dilakukan secara parsial tetapi harus dilakukan secara keseluruhan dengan memperhitungkan semua input-output yang ada.
Dalam penelitian ini, penulis menggunakan pendekatan Data Envelopment Analysis (DEA), dimana nantinya akan diketahui skor efisiensi teknis masing-masing BPD; BPD mana saja yang tergolong efisien, dan belum efisien; penyebab yang menjadikan BPD tergolong belum efisien; dan seberapa besar output yang harus ditingkatkan agar BPD yang belum efisien dapat mencapai kinerja efisiensi maksimal 100%.
Dalam analisis kinerja efisiensi ini diketahui terdapat 5 BPD yang tergolong efisien, dan 21 BPD yang tergolong belum efisien pada periode 2008. Sementara pada periode 2009 terdapat 9 BPD tergolong efisien, dan 16 BPD tergolong belum efisien. Selain itu, diketahui pula penyebab BPD sehingga digolongkan belum efisien, serta diketahui pula besar penambahan kredit, dan total pendapatan bagi BPD yang belum efisien agar mencapai kinerja efisiensi maksimal 100%.

Regional Development Bank (BPD) has an important role as a provider of financing for the implementation of local development efforts in the framework of the respective National Development Planning Universe. But in the period 2008-2009, there were inefficiencies in implementing performance BPD, which is visible from the NIM BPD very high among the other banks, and lending for Small Micro Medium Enterprises (MKM), which has not been maximized.
Above inefficiencies, then needed the existence of a performance evaluation. Performance discussed in this research is not the performance efficiency of financial performance because good performance is an efficient performance, and in fact the efficiency itself is an important indicator in measuring the overall performance of a bank.
Initially, evaluation of performance bank efficiency is measured by using financial ratios such as ROA ratio but according to some experts, the assessment of efficiency can not be done partially as a whole but must be done by calculating all the existing input-output.
In this study, the authors use the approach to Data Envelopment Analysis (DEA), which will be known to the technical efficiency score of each BPD, BPD belong anywhere efficient, and yet efficient manner, which makes the cause of BPD is not considered efficient, and how much output must be increased so that BPD can not efficiently achieve maximum efficiency performance of 100%.
In the analysis of efficiency of performance, it is known that there are five relatively efficient BPD, and BPD 21 pertained to the period 2008 has not been efficient. While in 2009 there were nine BPD considered efficient, and 16 BPD have not considered efficient. In addition, it is shown that the cause of BPD is not classified as efficient, well known also large extending credit, and total revenue for BPD that have not been efficient in order to achieve maximum efficiency performance of 100%.
